Dialogue for Economic Reset

The Structured Dialogue Platform was established between Zimbabwe, creditors and development partners to dialogue around three key issues - land, governance and the economy. Given Zimbabwe’s history, the importance and fragility of the land issue, the Office of the President and Cabinet co-chairs the Land Sector Working Group.

Anna Tinarwo coordinates the technical teams focusing on the implementation of crucial aspects of this key initiative -  including land tenure security, compensation of former farm owners, and farmers protected by Bilateral Investment Promotion and Protection Agreements that were signed and ratified before the land Reform Programme of the year 2000.

This vital work serves as a cornerstone for resolving Zimbabwe’s $12 billion external debt burden—a critical step towards national economic revival.

As co-chair of the Land Sector Working Group alongside the Swiss Embassy, UNDP proudly provides comprehensive support through financial resources, technical expertise, and strategic guidance to both Anna and the broader Structured Dialogue Platform.
UNDP’s Engagement in the Land Sector Working Group:
  • Invited to observe and provide guidance to 99-year lease discussions and related legislature
  • Facilitated knowledge exchange with Tanzania, capturing key lessons from their successful land tenure and management systems.
  • Provided expert guidance and technical support across multiple Sector Working Groups, ensuring effective process monitoring and implementation.

Zimbabwe recognises that addressing the land issue extends beyond equitable allocation to its fair and transparent administration  - a crucial mandate entrusted to Piwai Mawire and the Zimbabwe Land Commission.

We extended support to the Land Commission to update their Land Information Management System - a key tool when conducting land audits. This advanced system now operates in real-time across all provinces, with ongoing developments to integrate it seamlessly with key institutional partners.

Furthermore, our collaboration with the Land Commission has produced a comprehensive land equitable access study examining agricultural land holding and occupation patterns. These valuable insights provide an updated understanding of land utilisation, revealing gender disparities in allocation, and inform evidence-based advocacy for addressing these imbalances.
