In Taxing Times, Local Solutions

Inzwirashe Muwonwa
International Affairs and Donor Coordination Manager at Zimbabwe Revenue Authority
Due to constrained offshore financing, Zimbabwe is increasingly relying on internal resources to fund its development. Recognising the critical need for domestic resource mobilisation to meet SDG targets, we are partnering with the revenue authority to explore local funding avenues.
Inzwirashe coordinates the Tax4SDGs and the Tax Inspectors Without Borders programmes - joint initiatives with the Zimbabwe Revenue Authority aimed at enhancing resource mobilisation and collection capacity.
‍
In 2024, we collaborated with Inzwirashe and ZIMRA to engage Parliamentarians, fostering a deeper understanding of taxation and the SDGs. This resulted in strengthened relationships and increased parliamentary support for additional resource allocation to the authority, as well as the modernisation of ports of entry.
‍
Leveraging UNDP’s global network, we facilitated knowledge exchange between the revenue authority and their peers in different jurisdictions and international organisations. Furthermore, the authority utilised UNDP’s policy briefs to improve its administrative capacity.
